In 0.5, I'm pretty sure melee can do great damage. With high enough weapon skill levels, you get guaranteed max rolls on your weapons, which can make a big difference. The maxed blows are very noticeable. Not to mention extra blows are easier to get than extra shots.
The max roll thing is extremely noticeable on powerful weapons. With a 10d10 weapon, how often are you going to roll a natural 100? Never. With enough skill, you get guaranteed chance to always roll a 100. Then it gets multiplied by strength, to_d and special abilities. Big difference here!
The one thing I could see, however, may be related to combat feats. With ranged, you're almost always using a special shot, as all you need is to put enough points in the ability to cover all your extra shots. While to do that with melee, you need to put points in Combat Feats, which I get the feeling some players don't do.
If you don't use it, you gimp your melee power a lot. Special abilities are the only thing in 0.5 that does multiplicative damage, and so are very powerful. For example, if you do on average 5000 damage per blows, using a 5 points Spin Attack doubles that to 10000 every time you use it. Make it 10 points and you get no less than 15000 damage.

The base chance is equal to your total BASE skill minus the weapon's depth level * 2.
So let's say you find a Mithril Long Sword, which is a depth 40 item. Your Fighting skill is 50, and your Swords skill is 100.
The base chance would then be 50 + 150% of 100(due to specialized weapon skills bonus) = 200 - (40 * 2) = 200 - 80 = 120%, so in this case, you'd get a guaranteed chance of max roll. Note that it works with the BASE skill, not the bonus you get from items.
For martial arts, only the Martial Arts skill is used. 50 is substracted from the chance, as if your fists were depth 25. So with 100 Martial Arts skill, it's:
100 - 50 = 50% chance of max roll.
This only applies to melee attacks. Ranged does not get this bonus, neither does magic(but it uses a fixed power, for the most part, only the rods bonus is random).
