I may not have mentionned it, and it was there in alpha 2.0 too, but if you look at the Portralis options, you will see an option to scale the monsters inside of quest levels.
What it will do is make enemies at least 25% higher in levels than your current level. So if you are level 30, enemies will be at least level 37.
This can be useful if you've been leveling a lot, and feel like some quests are no longer a challenge. By making enemy levels higher, you will get more challenge, as well as more experience and better loot from bosses.
Note that it will not scale enemies down. So if you're level 1 entering a level 30 quest, the boss will send you to Limbo.
