I can't seem to use marksmen skills with a boomerang. It keeps saying that I don't have anything to fire with. Are marksmen just not supposed to use thrown weapons? I'm not really sure how to make a throwing weapon build if that is the case.

Marksmen are meant to use ranged weapons like bows, crossbows and firearms. They aren't meant for thrown weapons.

Boomerang is really a second class weapon. No real build to make Throwing weapons good. But you can use it supplementary as a tiny pinger.
