I *just* found out that I could use the 'N' command on an object in my inventory to tweak it's magic.
My question is simple: how do you get more tweak points on an item?

Equip it, and have it gain levels by killing enemies. Everytime it gains levels, it's stats improves a bit, and it gains one tweak point, which you can spend on stats bonus, skills bonus and other stuff. As you've probably guessed, blue items got a SIGNIFICANT boost that puts them FAR above purples!

Ah, okay! So how rare are blues and what level do the start to show up?

Items are generated with a "rank", and a "bonus level" based on it. The bonus level is 1 to X, where X is twice the rank. There's also 5% chance that X will be boosted by an additional 1 to X, and a 5% chance that X will be divided by 4. If the bonus level is 40 or higher, the item has 10% chance of becoming blue. The rank is usually the dungeon level, but when killing monsters, it's the average between the monster's depth and the dungeon level. Rarer than before, but worth it.
