What does an amulet of anti-magic do? It says something about an anti-magic shell, but I don't know what actual effect that has.
Also, does an amulet of anti-teleportation affect you, the mob, or both? If it only affects you, I can see very few situations in which it wouldn't cause more problems than it solved. It would be useful if it could prevent mobs from teleporting, though.

I'm not sure if their functionality still exists, but in other *Band variants that have them:
Amulet of Anti-Magic generates an anti-magic shell, as you noted. The actual effect of this is to attempt to prevent all spellcasting (yours and mobs) in a certain radius around you.
Amulet of Anti-Teleportation only prevents you from teleporting. Obviously, this is useful only in certain situations (mob can teleport you to it, or away from it).
That said, I have no idea if they function in Portralis as originally intended, or otherwise. There have been many changes to the game from the time when these amulets were introduced.

It probably doesn't work anymore.
Could be easily updated into a +20 Magic Defense amulet or something.
