It seem too powerful With millions (or at least hundred of thousands)of HP and several thousands of mana Enchanted Blood is just a free regeneration of mana. So mana-spellcasting comparing to wisdom spellcasting is: power*10 for the price of speed/2 (because you have to regenerate mana after cast). And using some defender or enchanter mana ability you can make very powerful spells almost wihout INT. For the test i've build pretty successful summoner(conjurer) - without INT and WIS at all - with only Defender's mana ability i have 3500 mana and using conjuration 100 i can summon Phantom necromancers, Storm tigers, twinelemental imps and other pretty powerful monsters. I suggest change Enchanted Blood to use not absolute but relative amounts: if you pay n% of your MAX HP you gain n% of your MAX mana. Another possible variant (though i like it much much less) is to swap Enchanted Blood with Mystic Blood - so you will need 80 spellcraft to use this wonderful ability.

Or... Make it so that the Enchanted Blood mana healing is based on your (Int * Spellcraft) * % so that your stats matter. (Which was your complaint I think.)
