I know it isn't in the downloaded version yet, but V has already decided to give elves a 25% bonus to the dual wield skill. You can update your own passive.lua by replacing

Now, this is quite a boon for elves, as they were kind of weak, I mean, be honest, how often did you play an elf?
Everyone knows just how important dual wield is to avoid penalties to your number of blows per round when wearing 2 weapons. It also helps avoid penalties to_h when wielding two weapons. What isn't known as well, is that if you have more dual wield skill than you need to avoid penalties, it gives BONUSES to_h, and they are percentage boosts, instead of flat bonuses. This really makes it a good idea to get as much dual wield skill as you need for any weapon you could ever see yourself using. If you end up using lighter weapons, you get a nice +2% boost to_h per point of dual wield skill over what you needed to avoid penalties.
Consider daggers. You need 5 skill to avoid penalties to your attacks and to_h, but a minimum of 20 base skill is necessary to get ambidexterity, and avoid the 1/2 reduction to the number of attacks you get with your off hand. Those 15 (or more pts with elf racial bonus) points are not wasted, as they give you a 30% boost to you overall to_h if you are wearing 2 daggers. that multiplies by the 25% boost from having the level 5 dagger feat. Not too difficult to get lots and lots of dagger attacks and have really big bonuses to_h, assuming your dex is decent, which is a good assumption if you are a dagger fighter and also because elves get a bonus to dex.
You could also focus on swords (might be hard to get the skill high enough in the beta, though) and then get 50 or so dual wield to be able to dual wield the heavier bronze or iron swords with no penalty, then when you find a mithril sword (maybe a light mithril sword, like a short sword or rapier) then the excess dual wield would be 20 to 40% boost to your to_h, which is MULTIPLIED by the bonus you already got from sword spirit feat.
