First a comment, I like that you can use scrolls to up the "armor" of an amulet, and the To-Hit and To-Dam on rings.
Now the question, if an item that doesn't always have those bonuses, does have them, why can't the scrolls be used to increase them (maxing at 10 of course)? I mean a weapon with an armor bonus of [+1] should be able to accept additional armor bonuses.
While I'm thinking of it, do the leveling weapons level up at different rates? The "Bee-Sting" dagger seemed to level very fast, but my current sword (sorry forgot the name) has an experience over 1,000 and still hasn't leveled once. (It's a yellow artifact that shots a beam based on the power it has absorbed, if that helps ID it).

The items enchantable by the scroll is hard-coded in the scroll's code. Of course, it wouldn't be that hard to do what you said, but... I wonder just how useful this will really be... Weapons arn't meant to get to_ac. They sometimes get a minor one...it's more a little "extra" that a real bonus...
As for leveling, they do level at different rates....but as I said before, the whole level code is rather obsolete, and will have to be re-written for a future version(most likely 1.8.0, but not 1.7.1 though...).
