Looking at k_info.txt, and in the forge for explanation, I found 2 things that seem wrong. Books of light are significantly more rare than books of darkness, making the celestial ability to start with Light extremely useful, and making it very difficult to make a light spell. I would have expected it to be the same as the book of darkness. If there's an elemental resistance balance issue, perhaps you could add a separate 'conjure light' effect, which doesn't do any damage just makes a region light up?
Orbs have no A: line, and I have never seen one as of dungeon level 30. However, there is a special orb in my known artifacts list, although I don't recall a 'something special' feeling before it was added to the list, so I don't know where I would have run across it. Maybe it was in a quest dungeon that I missed.... Anyways, does it need an A: line of some sort just to show up?

The thing with Light is that there are more enemies that are weak to it than Darkness. Mainly, undeads and demons are weak to it, while they are immune to darkness. That's why the Light book is rarer. It does make the Celestial's Light bonus better than the Demon's Dark bonus.
On the other hand, the same enemies will likely use dark spells and attacks themselves, and the Demon race is immune to them, while the Celestial is weak to them. So it balances things out, as the Demon will have an easier time defending against these monsters, while the Celestial will have an easier time attacking them.
About the A: line, it's not mandatory to have one, though I'm not exactly sure what happens to the rarity if you don't use one.
